IDENTIFICATION AND USES - Article 45 of the PDME:
5 - The consolidated central space intends to intensify the filling of the empty spaces by the construction of new buildings or by making them available as a green space for collective use.
BUILDING REGIME - Article 46 of the PDME:
1- In the expansion or construction of new buildings in the Consolidated Central Space of the City of Espinho, the following rules apply:
a) Compliance with the fencing plan or dominant façade and the relationship between the building and the public space on the urban front in which the building is integrated;
(b) a façade height not exceeding 14 meters, except in the case of stabilized urban fronts where the façade height design shall be complied with;
c) A weighted plant area (Svp) of more than 0.20 of the building area must be observed, calculated according to the following parameters and weighting factors:
Svp = A 0.6 B 0.3 C
on what:
A - minimum unit value in m2 of undeveloped or above-ground organic soil, applicable to the public area or to the net allotment area plus areas assigned to green spaces and for collective use;
B - unit value in m2 of vegetal surface on slab with a minimum of 1 meter of live earth / substrate, not including the drainage layer;
C - unit value in m2 of vegetal surface on a slab with a minimum of 0.3 meters of living earth / substrate, not including the drainage layer, plus the unit value in m3 of infiltration well or storage trench. water, obtained from equivalence.
2- A façade height higher than that defined in the previous paragraph is allowed in the following cases:
a) Clogging situations, in which new constructions or extensions of existing buildings respect the fencing or facade plans of adjoining buildings and establish the volumetric articulation of those buildings;
b) Situations where the average height of the façades is higher.
3- In the areas referred to in number 1, the construction of a recessed floor is still allowed, in new or existing buildings, when it is dominant on this urban front or serves as a clog to the existing gable, provided that it is contained in the plans. 45º passing through the upper lines of all facades of the building, do not exceed 3.5 meters above the maximum height of the admitted facade and do not misrepresent the existing building.
